New Constitution same as the Old Constitution. Get it?
Change is change, but changing of the President is not really change.
What Costa Rica needs is a change in its culture... ie: it needs to become completely americanized (maybe the 51st state, or 52nd if Iraq comes first). Once that happens the Gringo can stop worrying about Costa Rica and enjoy living there.
