If you are looking to move to Panama here is a good website to give you all the information you need to get a Visa.It also tells you what you are entitled to as a qualified retiree in Panama.
I read through it and it sounds great.

Yes, if you receive a pension. If you are younger and receive your income say from an internet business it is much more difficult to live in Panama long time. It's crazy as the monthly income requirement for residency as a retiree is very small. And many people who earn considerable more via the internet don't qualify.

I've read two conflicting articles. One says that you can be a pensionado at age 18 or over as long as you have a pension or an income from a government agency such as a retirement or disability. I also read that you must be at least 60 to be eligible for a pensionado visa. Which is fact?

from the 3 books i've read on the subject, none mention an age limitation for adults on the pensianado, which makes sense since panama wants you to immigrate and spend your money there IF you have enough money to sustain yourself.

If that was actually Panama's goal.. they would offer a method of those that work outside Panama (ie: telecommunters) to qualify for residency. These people probably make (and spend) considerably more money than a retired person... yet there is absolutely no viable way for them to stay in Panama legally.
It is not an age issue, but type of "income". In today's world there are plenty of ways to support yourself while living in Panama without a pension.
